Legal framework
In Italy, hiring a worker from outside the EU runs through the Decreto Flussi quota system: the employer files the nulla osta application with the Sportello Unico per l’Immigrazione inside the annual window, the consulate then issues the work visa, and the residence permit (permesso di soggiorno) is applied for within eight days of arrival.
